Constitutional convention

In early July 1948 the decision is made to found a democratic federalist state on West German territory. On 10 August 1948 the premiers of the states in the three Western occupation zones are called together on the island of Herrenchiemsee (Bavaria) to establish a committee (constitutional convention). The body is to devise guidelines for a provisional constitution („Basic Law“). The West German constitution is meant to be only a provisional one. The hope of eventually overcoming Germany’s division still remains alive.
