At the Reich Party Convention in Nuremberg on 9 September 1936 Adolf Hitler announces a Four-Year Plan which is meant to make Germany economically independent by 1939 and make the Wehrmacht ready for war. From now on the state is to definitively control all economic activity. In particular, the heavy industry essential to a war effort is to be supported extensively at the expense of consumer goods production. With this policy, the NS leadership takes into account drastic limitations to the population’s standard of living.
