Vertragsgegenstand
a treaty concerning mutual armaments restrictions (SALT I). In fact, an agreement on ceiling levels for further rearmament and modernization of weapons of mass destruction. In 1979, conclusion of SALT II, which reduced the mutually permitted ceilings for various long-range weapons and restricted the number of missiles with multiple warheads.

Bedeutung
Because of the Soviet invasion of Afghanistan, the US Congress did not ratify SALT II. In 1982, initiation of the follow-on negotiations: START
