The new economic programme of Franz von Papen’s government is adopted on 4 September 1932 by means of an emergency decree. It provides for the expansion of job creating measures and tax breaks for enterprises which hire new employees. Offset financing for the programme is supposed to come through lower wages and a reduction in unemployment compensation. Employees and labour unions respond to the Reich Chancellor’s „Twelve-Month Plan“ with countless strikes.
